Question: What is the best touch cell phone or smartphone to get for my java and vb apps?

Right now, Android is the best option for Java (although it doesn't *run* Java, but rather changes the code to Dalvik), you do code on Java and many libraries are available through the SDK and using Eclipse. So to answer your question, get a Nexus one, a T-mobile G1, or any Android-powered phone.

To run VB apps, the phone will have to be running Windows. You could run C# programs in a linux-based phone, using mono in Linux to compile the app.
